LOS ANGELES, CA (Catholic Online) - Representative Paul Ryan (R. WI), the Chairman of the House Ways and Means committee demanded an explanation from the department, but was rebuffed in a letter.

These payments were necessary because President Obama's healthcare law forces the government to foot the bill for portions of out-of-pocket payments costs for low income individuals. Deductibles and co-payments are limited, but in return the insurance companies are to be reimbursed by the federal government.

The Department of Health and Human Services and the U.S. Treasury made these payments regardless of the fact that Congress had not authorized them.

This issue is also being brought up in a lawsuit against the Obama administration, filed by House Speaker John Boehner over the President's executive actions on Obamacare.

February is a month for love and devotion.

Treasury Secretary Jack Lew, Ryan and House Energy and Commerce Committee Chairman Rep. Fred Upton (R. MI) sent a letter demanding "a full explanation for, and all documents relating to" the Obama administration's decision to make the healthcare payments without an authorization from Congress.

The February 3 letter was answered on February 25 by the Treasury Department, which described the programs funding without explaining where the money came from or who made the payments. $2.997 billion was spent in 2014 on this program, and the letter pointed Ryan to the Department of Justice.
